 ToolBoX function to define parameters for optimization of permutation variables

 This function defines parameters for the optimization of permutation 
 variables inside the individuals.

 Syntax:  GEAOPT = tbx3perm

 Input parameter:
    no input parameters

 Output parameter:
    GEAOPT    - Structure with newly defined options
