 ToolBoX function to define parameters for optimization of binary variables

 This function defines parameters for the optimization of binary variables 
 inside the individuals.

 Syntax:  GEAOPT = tbx3bin

 Input parameter:
    no input parameters

 Output parameter:
    GEAOPT    - Structure with newly defined options
